Governor-Generalship of Canada and. return to England to support him. He added : “Proportionate representation is roquirod by tho principle of democracy, necessitating government of the poople by the people for the people. The present system is government of the people by caucus. As a democrat, lie believed in one-man-one-vote, and every vote of equal value.
