The joint committee of the two Houses at Washington confirmed the Senate’s addition of 15 per cent, duties on wines, spirits, and liquors. THE NEW CUSTOMS TARIFF. EFFECT ON THEdPHILIPPINES. (Received July 19, 10.20 p.m.) NEW YORK, July 19. President Taft, in receiving a deputation, expressed a wish that the House of Representatives would re-affirm the vote for the free entry of the Philippines’ oil, coal, hides, and iron ore, and also the reduction of the duty on lumber. Owing to" its intricacy, it is, however, unlikely that Congress will largely alter the Philippines tariff, as it was framed by the Manila officials. Colonel Colton, the Insular Collector of Customs, believes that the immediate effect will bo a shrinkage of foreign cotton imports, to the advantage of American mills, but that the shrinkage will be temporary. The scheme is based on that adopted in Puerto Rico, where American imports have increased five-fold.since free trade was introduced. The loss to the Philippines’ Treasury is to be met by an increased inland revenue tax;equally upon domestic manufactures and American foreign imports. - '
