AUSTRALIA’S POLICY. A NAVAL OFFICER’S SUGGESTION (Received July 22, 12.5 a.m.) LONDON, July 21. Commander Biddlecombe, writing to the “Standard,” states that it is wrong policy for Australia to give a Dreadnought. The two millions ought to be spent on a local fleet, forming part of the Imperial navy. Instead of building cruisers, Australia might lease four cruisers belonging to Britain’s reserve, and when out of date the ships should be returned and others leased.
