MR MCKENNA’S EXPLANATION

In 'the House of Commons, Mr R. McKenna, First Lord of the Admiralty, replying to Mr A. H. Lee, member for' Fareliam, said that submarines Cll and ( 17 were not provided with safety helmets for enabling the crews to escape in the event of foundering.' It was impossible to supply’. all submarines with these before November. He stated that the supply of the helmets had been promised in 'May, 1908.
