In the Dumfries Burghs by-election, Mr. J. W."'Gulland, who resigned on being 'promoted to Ministerial rank, obtained 1877 votes, and Mr. Duncan (Unionist) 1585 votes. [At the general election, Mr. Gulland obtained 2035 votes, against 1402 given for .Mr. J. J. Glover (Conservative).]
A BREACH OF PRIVILEGE
CHARGE AGAINST THE DUKE OF NORFOLK.

The House of on tlie motion of Mr. J. Dillon, seconded by Mr. John Redmond/ resolved that the Duke of Norfolk had been guilty of a breach of privilege in writing to the Unionistcandidate for High Peak in the interest of Catholic schools.
Mr. Asquith said that in view of the sessional order the House of Commons would be stultifying itself if the matter was passed unnoticed. Mr. Balfour twitted tlie Radicals with furbishing up rusty weapons of immemorial antiquity instead of preserving the living working elements of the constitution.
