In the House of Commons Mr Asquith carried amendments in the procedure relating to the Deputy Chairman of Committee, as cabled on the 22nd; also a clause giving the Chairman, when no closure is demanded, increased power in respect to amendments to be divided upon. Mr Balfour strongly protested that this was putting the House temporarily under martial law. [The amendments give tho Deputy Chairman power to accept the closure, ‘‘with the view of quickening the progress of the Budget through committee.}
