GENERAL HOAD’S PROPOSALS. A TWO-FOLD OBJECT. Uniticd Press Association —Copyright. MELBOURNE, July 30. General Hoad’s proposals for the establishment of an Australian section -of the Imperial general staff set out a two-fold object for Australian military organisation, the security of the Commonwealth and the power of efficient co-operation with the •' Imperial forces. For tho better carrying out of training as well as organisation, an Imperial general staff of specially-se-lected trained officers is proposed. It is suggested that the chief of the Commonwealth section; should he the first military member of the Military Board and the chief adviser to the" Minister. It is proposed to substitute for inspection by the commander, attendance, of the chief or headquarters officers of the general staff at annual camps, general manoeuvres, or any special inspections to ho carried out by respective members of the board of tho Imperial general staff. The staff should bo divided into headquarters and district sections, with control and direction of the whole section vested in the Australian chief, who, together with one of the headquarters officers, should be appointed to the Council of Defence of Australia. The organisation of the Commonwealth section should he modelled with adaption to local conditions upon that of the central section in London.
