COOK COUNTY COUNCIL.

SPECIAL MEETING. A special meeting of the Cook County •Council was held yesterday afternoon, when there were present, Hon, Captain Tucker, M.L.C. * (chairman), Crs. H. White, F. J. Lysnar, and R, Sherratt. The chairman said that the principal business of the meeting was to decide how the portions—Waingaromia, Ngakaroa and Ahirau, Repongaere and Okahuatui—which had been accepted from the Waikohu Road Board, and •which were now in the Cook County, should be disposed of. On the motion of Cr. Shorratt, seconded by Cr. Lysnar, it was decided that Waingaromia be included in the Tologa riding, Ngakaroa and- in the Gisbprne riding, and Repongapre and Okahuatui in the Patutahi riding.

The question of extra Councillors was mentioned by the clerk, in view of the increased contributions from the Tologa and Patutahi ridings. The county was, he said, entitled to nine Councillors, instead of seven, as at present. Cr. White said that the Arai riding was the first that should be considered in the matter, and on his motion, seconded by the Chairman, it was decided to recommend the Governor to add an extra Councillor for both the Arai and Tologa ridings.

“HEAVY TRAFFIC.” The following motion, proposed by Cr. White and seconded by Cr. Sherratt, was carried unanimously—“ That •all heavy traffic ony any kind shall cease upon all county roads during the months of May, June, July, August, and September in every year; also that the driver of any vehicle who does not observe the requirements of this by-law shall be liable for every offence to a penalty not exceeding the sum of £5.” The definition of heavy traffic is laid down in section 139 of the Public Works Act, as follows: “Heavy traffic means —(a) the transportation of any vehicle, engine, or machine, which itself, or together with any thing or things being transported thereon, weighs more than 14 tons avoirdupois to each pair of wheels; (b) the traction of any vehicle or thing, by means of bullocks, notwithstanding that such vehicle or thing may separately, Or together, with) any load thereon, weigh less than one and a-half tone-avoirdu-pois ; (c) any traffic which may, from time to time, be declared ‘heavy traffic’ by Ovder-in-Council.”
