ARRIVES AT SPITHEAR
REVIEW OF THE FLEET HELD

Twenty suspects, including two Russian anarchists, were arrested at Cherbourg.
The Czar had a long audience with M. Pichon, French Minister of Foreign Affairs.
“Le Temps” comments upon the fact that the Czar and'President Fallieries did not refer to the French and Russian friendships with Britain, and suggests that the hallucinations about the policy of hemming in are hardly yet dissipated, M. Pichon, interviewed regarding the Czar’s meeting with King Edward, declared that it would excite suspicion in iao quarter.
The Czar received a party of French Crimean veterans and presented them •with the gold medals which are granted to Russian soldiers for bravery. The French fleet escorted the Standardt to Spithead. LONDON, August 2.
King Edward welcomed the Czar and Czaritsa. Subsequently an inspection of the fleet was held.
