THE NATIONAL BANK. A CHANGE IN THE’ MINISTRY. United Press Association —Copyright LONDON, August 9. Mr Babington Smith, secretary of the Post Office, has accepted the presidency of the National Bank of Turkey, in course of formation. Ferid Pasha, Minister of the Interior, has resigned. Talaat Bey, leader of the Turkish deputation w.hich recently visited Britain, succeeds him.
Under date May 9, the Constantinople corespondent of the ‘ ‘Daily Mail writes:—‘Bayonets,’ it has been said, ‘are uncomfortable things to sit on.' Parliament iis {realising this truth. Some deputies are for abandoning their seats until the bayonets are removed,, but Chevket Pasha, the military commander, will not name the day. He has a mind to stay until the danger of an imperium in impeno no longer threatens the Constitution. “In a word, the Committee of Union and Progress has found in the army of liberty an antagonist who desires to be a helper. ‘The Government must govern without the interference of. an irresponsible committee,’ is the dictum of the Army. Ahmed Riza, whose resignation from the Presidency of the Chamber is expected, is said to share the opinion of the military, though report ascribes his attitude to knowledge of a determination to depose him. “The rift between Parliament and! the Army is becoming obvious. It was: first disclosed in the choice of a Grand Vizier. The Sullcan wanted Muktar Pasha, late Ottoman High Commissioner in Egypt. The deputies desired Ferid Pasha, a former Grand Vizier. But Chefket Pasha insisted on Hilmi. Pasha. The situation is by no means satisfactory.” ./ ;
