THE TRANSFERABLE VOTE SYSTEM. NAVAL "CONTRIBUTION LIABILITIES.

The South African delegates have finally selected the single transferable vote system /for the election of senators in the Onion Parliament and of members of Provincial Councils. It is stated, in connection with the Defence Conference, that the South African Union has assumed a liability of £85,000 sterling, representing the navy contributions .by Cape Colony and Natal.
