WAIKOHU COUNTY GOUMCIL
MONTHLY MEETING. The monthly meeting of the Waikoliu County Council was lield at Te Karaka yesterday. There; were present: Crs. \\ r . D. S. MacDonald, M.P. (chairman), E. M. 'Hutchinson, A. M. Lewis, M. H. Campbell, 11. Telford, and E. Tiffen. CORRESPONDENCE. The District Health Officer (Dr. Do Lisle) wrote in ieoly to the Council’s request that the County Engineer be appointed health officer for the County, stating that the Public Health Department had no power to appoint such ■ an officer, hut that the Council could appoint a sanitary inspector. The Council adopted Dr. De Lisle’s suggestion. The Chief Postmaster at Gisborne (Mr W. 11. Renner) informed the Council that the Telephone Department was not liable for the maintenance of Mr. Patullo’s private line, or for the removal of" the posts. Cr. Lewis informed the Council that the line was not the property of Mr. Patuuo, and the posts had recently been removed by the Telephone Department. Vouchers were received from the Treasury for £IOO, the first instalment of the £9OO loan "for building a stock bridge at the Rangitira ford, Te Karnica, and the Council was advised that the application for a loan of £2600 for n new road on the Mangatu block had been provisionally approved. A request was received from Mr. G. Maclean that the Council have the Waiinarama river road made passable for a bullock dray. The letter stated that Mr. Maclean had spent £2OO on the road, against £2-3 received from the Road Board. The question was discussed at length and it was eventually decided not to make a grant at present. REPORTS. The Clerk presented the following statement of accounts for the month : Credit balance 17tli July £3945 7s 2d; collected, £399 17s 7d; total, £4345 4s 9d; amount required, £1658 0s llcl. Credit balance August 14th, £2687 3s lOd: subsidy expected, £845 14s sd. The County Engineer (Mr. W. F. Charlsworth)“ reported that to grade and shingle Brown’s approach at the Vaikohu river would cost £l4. A 1 channel had been cut te temporarily relieve the flood water opposite the Te Kanaka hotel. It would take a man two days to remove the silt at Telford’s river approach. The bridge was rotten, and would cost £36 to replace. The end sheeting of the' Big Creek bridge, also the handrailing and decking were rotten, and some of the piles were scoured away to a certain extent. It would cost £lB5 to effect repairs. The Mangapiki bridge was unsafe for traffic, and required rebuilding. He would like to review this work with the Cook County Engineer. A man was required to repair the Ngatapa road from Neill’s road. The bridge near Gardiner’s property required repairing- at a cost of about £5, and he recommended that timber be obtained for planking 62 culverts in Te Karaka township dui\ mg the summer. A culvert on the Tahora road near Bruce’s required enlarging. A small bridge on the Motu road required repairing at a cost- of £3 10s; also a new culvert at a cost- of £4 10s was necessary near the bridge. He had inspected the land that Mr. Shanks wished the Council to take for a road, which he considered suitable, but he would not recommend any land being taken beyond the top bank of the stream nearest the present road. Two culverts beyond Riddell’s required to be repaired at a cost of £6. Mr. Beere wanted some work done on his road, but he had hot visited this yet. Various places on the road near Richardson’s required widening, at a probable cost of £6. The understructure of the Motu bridge required replacing. The last bridge coming towards Otoko wanted repairing (cost £5 10s), and the next bridge required some planks renewed (cost- £3 3s). About 10 chains of Jerram’s cutting, Puha, metalling (approximate cost £35). The drain at Puha should be extended to the river (cost £3 10s). Malone’s storm water between the bridge and store could be got away by a 6in pipe drain, costing about £B. Sever- chains of Brown’s cutting, WhaGatutu, required metalling at a cost of £l9. Some work was necessary from Waitara road to the extent of £lO. The main road at Whatatutu required reforming and other improvements, the total cost being £45 17s. About. £lB worth of metalling was required neaiy Campbell’s property. Culverts were necessary on the road between Todd’s and Barron’s the cost being about £ll. The contract for the Te Karaka footpath would be finished to-day. The report was received. TENDERS. The following tenders were received for the formation of Tahora Road: Contract No. I.—-J. Malone £IO2B, P. McLoughlin £B6O, H. Partington £B5l 16s, B. Harford £739 15s (accepted). Contract No. 2.—P. McLoughlin £550, J. Malone £490, H. Partington £4OB (accepted). Contract No. 3. —H. Partington £698 14s, P. McLoughlin £697 l-5s 6d (ac- 1 cepted). Contract No. 4.—P. McLoughlin . £782 5s 6d, C. Matthews £361 14s, P. Nichols £285 10s. Consideration of these tenders was postponed for a week. VARIOUS Vv oRKS. The Engineer was instructed to confer with Mr. DeG. Eraser re the half cost of the maintenance of the Karaka flat to Ngatapu —Wharekopae road; to call for tenders for repairing Brown’s cutting, Whatatutu; to take the levels of Bryants road, and to report on the cost of the necessary repairs; to put Dodds’ to Barrow’s road, Mangatu, in repair; to prepare an estimate of the cost of the Rangitira stock bridge approaches. The Council decided t-o expend £lO in repairing Ngakiti’s road,' and to grant Cr. E. M. Hutchinson to move the road line on liis; property to the river’s edge, conditionally that the road be formed. ‘ The Engineer was instructed to* report to the Council on Mr. H. C. Jobson’s request for assistance in the planting of willows at Pukepapa.
DEPUTATIONS. A petition was received from Messrs H. C. Jackson, D. J. Barry, and J. A v Lucas asking tlie Council to grant .them permission! to proceed -with the formation of the Matsngahauae. road, for which the (Government has bc-en applied to for a loan. Mr. Jackson inlorincct tho Council that the work could- be done for £1540. The petitioners’ request was granted. Mr. P. McCarthy granted the Council permission to lay a drain through his property at Puha to drain the storm water from the adjacent properties. Mr. Carlile, Te "Karaka, waited upon' the Council to ask that a footpath be formed from Cassidy’s stables to Evinsou’s corner. He said the residents wore willing to contribute £ for £ on the cost of the work, and deposited £5 as a guarantee. • The opinion was expressed by Councillors that tho work could not be undertaken at present, and the request was declined. The Council decided to request the Government to make a grant for the Tologa road, via Bruce’s, Waihora, and to purchase a road grader. Cr. Lewis gave notice of motion to rescind the resolution carried at, the July meeting of the Council reducing the' workmen’s wages, and the Council adjourned.
