REPORT OF THE INQUIRY.
THE COMMISSIONERS DISAGREE

The findings of the Mapoon inquiry have been made available and show that the members of the Commission disagreed. Mr Milman, Police Magistrate, found that the methods adopted for punishing Ellen were warranted under the peculiar circumstances the Rev; Mr. Hey was in at the time. No suggestion; of cruelty or harshness on the part of Mr Hoy cropped up during the course of the inquiry, though plenty of opportunities were given to Baltzer to present them. The Magistrate, Mr Jardine, expressed an opinion that the punishment inflicted by Hey and his assistant was carried out with unnecessary harshness and undue severity, more especially when their calling was taken into consideration.
Mr Howard, Chief Protector of Aborigines, considered that Ellen, the halfcaste girl who was flogged, had been most cruelly treated. It was also evident that other natives had been beaten in a more or less severe manner with the full knowledge of Mr' Hey. He adds: “I cannot conceive how those who profess to teach the higher j>rinciples of religion and humanity could so prostitute their calling by such inhuman actions as those disclosed to me."
