HEAVY TRAFFIC BY-LAW SHELVED.
A'special meeting of the Cook County, Council was . held yesterday afternoon, when there were present: Hoh. ,Capt. Tucker, A1.L.0. (chairman), and Councillors F. J. Lysnar, Alattthews, Sherratt, .and White. The Chairman said that the meeting had been called to confirm a- special order made on July 30th, relating to heavy traffic on the roads. He read a petition which he had received from a number of carters and others in the Gisborne riding asking that the by-law be not confirmed, or at least that it might be held over until after the election of the new Council. ’ The Chairman said that if the Gisborne riding was excluded he would have nothing further to say, but'if not he must vote against the confirmation of the by-law. He thought the position of the petitioners was a reasonable one. He thought it would be quite competent to make the by-law refer only to certain ridings. Cr. Matthews moved that the by-law be not confirmed. He agreed with the petition and also held that' other ridings than the Gisborne riding were deserving of consideration./ Cr. Sherratt seconded the motion, remarking that the enforcement of tho by-law would bo unfair to a great many settlers. * Cr. Lysnar said that it was a pity that so much trouble had been taken in connection with the by-law. It woul'ds have been much better if Councillors had expressed their opinions at first. The Council baa apparently turned right round in the matter. Cr. White said he would like to see some finality and an end to all the backing and filling that had been going on. They would riever have good roads unless they adopted some such by-law. With the present by-law it simply meant going for a high rate, as otherwise they could not exist.Or. Matthews held that there was just as much destruction to the roads during summer as in winter. Cr. Lysnar asked for the names of those who were present when the bylaw was formed. • for the purpose of one Councillor making personal charges. It was a free country, .and any Councillor "was entitled to change his opinion at any time. Cr. White moved, as an amendment, and Cr. Lysnar seconded, “that the heavy traffic by-law be confirmed.” The amendment, upon being put to the meeting was lost. For: Crs. W lute and Lysnar; against: the Chairman, Crs. Matthews and Shcrratt. ■ The motion, on being put to the meeting, was carried by 3 votes to 2. The following is the text of the bylaw which the meeting was called together to confirm:—“That all heavy traffic of any kind shall cease upon all County roads during the months of May, June, July, August, and September in ’ every year. The driver of any vehicle who does riot observe the rquirements of this by-law shall be liable for every offence to a penalty not exceeding the sum of £5.”
