In the House of Commons Mr LloydGeorge introduced a Development Bill, which Will enable the Treasury to make grants of loans for aiding in the development- of forestry,, agriculture, and rural industries, the construction and improvement of harbors and canals, and the development of fisheries. The Bill also constitutes road hoards for the construction of roads primarily confined to motor traffic, where a speed limit will not apply, or for the improvement of existing roads. AMENDED LICENSING SCHEME. THE TAX ON CLUBS.

The Government’s amended licensing scheme considerably reduces the duties on hotels, restaurants, and theatres. In lieu of licenses it makes clubs pay 6d in the £1 on purchases, instead of 3d on sales. UNIONIST OPINION OF THE. DEVELOPMENT BILL. A PIECE OF ELECTORAL BRIBERY (Received August 29, 5.5 p.m.) LONDON, August 28. The Development Bill now before Parliament provides £600,000 annually for road boards, allocated from petrol and motor taxes; also over half-a-million for the purposes already cabled, many of which are similar to those inexistence in foreign countries. Unionist critics describe the Bill as electoral bribery. THE IRISH LAND BILL. PASSED THROUGH COMMITTEE IN THE COMMONS. ' The Irish Land Bill has been taken through committee in the House of Commons. ,
