RUSSIA WISHES TO PARTICIPATE United Press Asbooiation —Copyright (Received September 5, .5.5 p.m.) PEKIN, Sept. 5. The' Russian Minister at Pekin has been instructed 1 to urge Russia’s claim to participate in the Hankau-Szechuan loan. France supports Russia in this matter. [A cable message dated August ISth stated that Reuter’s Pekin corresp indent states that Mr. Fletcher, the Uniaed States Charge d’Affaires, and the Chinese Foreign Office have settled the Hankow-Szechuan railway question on the basis of increasing the loan to thirty million dollars, British, France, and German groups taking three-quar-ters, and an American syndicate onequarter, the Americans to have the opportunity to furnish material for the Szecbuan-Canton /lines and branches, and to be entitled to appoint subordinate engineers, also the right to participate to' the extent of one-half in future loans on account of the Szechuan railway and its branches.]
