A PROJECTED TOUR ABANDONED (Jnitkd Press Association—-Copyright (Received September 7, 10.30 p.m.) ST. PETERSBURG, Sept. 7. Owing to the unsatisfactory state of the Empress’ health, the Czar has abandoned his projected visits to Constantinople and Rome. Their Majesties will remain at their summer residence, in Livadia, for a prolonged period.
