Air Deakin, in moving leave to introduce a Bill for amending the constitution in ratification of the financial agreement between the States and Commonwealth, adopted by the Premiers Conference, strongly recommended that the agreement be ratified. It was the best solution ever proposed. There was no fear now of need to float Treasury bills to cover any deficiency. He laid stress on the fact that, after Parliament dealt with the question it would have to go to a referendum of the people. The Bill was introduced and read a first time. The debate was adjourned on the motion of Air Fisher. AIELBOURNE, Sept, 9. Air Deakin has introduced a Bill to provide for taking over the State debts as existing at the establishment of the Commonwealth. UNIVERSITY REFORAI. SYDNEY, Sept. 9. The University Reform Bill introduced provides for an increase of the State endowment to £20,000, reduction of students’ fees, and abolition of life tenure of the Senate, substituting a term of eight years, four members retiring every second year.
