The newspaper “Engineering” states that the Admiralty has placed orders lor twenty destroyers, with a speed of 29 knots, their construction being such as to enable them to keep to sea in all weather. Seventeen are to be fitted with Parsons’ turbine, and three with Curtis’ turbine. EXPERIMENTS~WITH BOY SCOUTS LONDON, Sept. 12. The War Office is experimenting with the use of boy scouts in connection with regular army manoeuvres. CANADIAN NAVAL VOLUNTEERS. (Received September 13, 9.20 p.m.) NEW YORK, Sept. 13. A start has been made at Vancouver with the enrolment of naval volunteers. One hundred and seventy-five have been enrolled.

Th© outlay on new construction and armament is the item which determines the future material force of a fleet. The following table (published in a London paper) shows comparatively this outlay, in Britain and in Germany, during the last five years:—

It will be seen that between 1905 and 1909 Germany much more than doubled her mtlay on new construction. # While ’© British outlay was descending, that of Germany was steadily mounting.
