FEDERAL CAPITAL DEBATE

A debate on the transfer of the capital site territory has been initiated in the Assembly. The proposals were well received, all parties being in favor of treating the Commonwealth generouslyAltogether, including the catchment ■area, the area of the proposed transfer is about 1300 square miles, the value of which two years ago was estimated at -£873,000. HIGH COMMISSIONER’S BILL. MELBOURNE, Sept. 17. The 'High Commissioner’s Bill passed through committee:stages in the House. The salary was fixed at £3OOO with an allowance of £2OOO for an official residence. The iprocebdings. the Opposition strongly resenting the Government’s further application of the closure. A BILL THROWN OUT. In the Assembly the Women’s Protection and Legitimation of Children Bill, containing drastic provisions, was thrown out on the second reading, by 25 to 24. The Premier said that some of the methods proposed could not recommend themselves to reasonable men, while in regard to legitimation, it was proposed to take away the safeguards to morality and break down the marriage ties.
