(Received October A, 8.30 p.m.) LONDON, October 4The “Times” Ottawa correspondent reports that the refusal of the Council of the Montreal Board of Trade to participate in any movement in the direc tion of improved trade relations with Germany has created considerable discussion. The Board holds that Germany should make overtures. If she admits a mistake she could restore Canadian products to the conventional tariff when the Canadian sur-tax would be automatically removed.
