PRESIDENT TAFT URGES SHIPPING SUBSIDIES.

Speaking at San Francisco, President Taft urged the use of ship subsidies to meet the difference in cost of construction and labor and maintenance compared with other countries. He declared that the high prices of food were due to land exhaustion, and suggested irrigation by private capital, with Government aid.
