PENSIONS BILL FOR WOMEN ANNOUNCED. United Ultima Association —UorviuoiiT PARIS, October 11. M. Briand, Premier of France, speaking at Preigneux, announced a Bill to pension female workers and'peasant women. He said that the association of capital and labor raised new problems. Trade unions had no more right than individuals -to impose their will to the detriment of tho community. He did noe believe that the conflict between capital and labor was bound to be eternal. He looked to some form of profitsharing to' provide a solution of the problem. He debated the desiiabiLty of maintaining or abolishing scrutin d’arrondissement (voting for a single candidate), which was valuable while the Republic was establishing itself, but had latterly developed narrowing and excessively local influences. Tne Republican party must free itself from parochial interests. The Ministry would not remain in office if beset with petty jntrigues.
