RUSSIA AND FINLAND.
FINNISH PROVINCE SEIZED BY THE RUSSIANS. United Press Association— Copyright. LONDON, October 21. The “Daily News” St. Petersburg correspondent reports that the Russian Government intends to annex the province of Viborg from Finalnd. A force, including Cossacks and artillery, has been sent to overawe the inhabitants. It is pleaded in justification of the annexation that Viborg is within an hour’s journey of St. Peteersburg, and might form a base for the insurgents in the event of a revoliition. [The Grand Duchy of Finland was seized by Russia in 1809, but was promised administrative autonomy. , In 1890 the Russians deprived the Finns of most of their privileges, and for several years strove to “Russify” them. During the upheaval which followed the Japanese war, the Finns regained their autonomy, which is now. again threatened.]'"
