The “Daily News” St. Petersburg correspondent reports that the Russian Government intends to annex the province of Viborg from Finalnd. A force, including Cossacks and artillery, has been sent to overawe the inhabitants. It is pleaded in justification of the annexation that Viborg is within an hour’s journey of St. Peteersburg, and might form a base for the insurgents in the event of a revoliition.
