THE KAISER’S INTENTION. United Press Association— Copyright. LONDON, Oct. 22. With the view of stimulating the birth rate, the Minister of the Interior •of Germany announces that the j.a\->er will stand as godfather to the eighth child of any German family. A bonus of 60s is also promised to needy parents. The ‘'Daily Express” wittily heads the news, “The Kaiser wants an eighth.” [The Kaiser himself has a family‘of seven children.]
