A MINISTER DECLARES BRITAIN’S' PROTECTION INSUFFICIENT. United Pit ebb Association —Copyright LONDON, Oct. 22. At 1 the Cutlers’ feast at Sheffield, Sir Reginald Talbot dwelt on the necessity for an adequate navy as a protection from invasion. Sir Edward Grey, Minister for Foreign Affairs, speaking later, declared that so far as Britain was concerned the protection from invasion was insufficient. If the Empire was to preserve the navy must also keep the sea communications open. The outlook of international politics was hopeful. The manner in which the Balkan, Persian, and Moroccan troubles had been met was an augury for the future. PROPOSED CANADIAN DRY DOCK. (Received October 24, 5.5 p.m.) LONDON, October 23. The “Times” states that Harland and Wolff, the Canadian-Pacific Railway Company, the Allan Line, and the Canadian Dominion Government will unite in the construction of a dry dock and repairing plant at St. John, New Brunswick, capable of accommodating the largest battleship, the Government giving a subsidy of 3 per cent., not exceeding £9OOO yearly.
