ANNUAL CONGRESS
(Special to “Times.”) WELLINGTON, October 25. The annual conference of delegates from the Trades and Labor Councils throughout the Dominion opened today. Mr. P. Breen (Otago) was elected president, and Mr. A. H. Cooper (Wellington) .secretary. j The Executive’s report stated that in view of the replies received to a circular, the executive did not feel justified in proceeding with the scheme for the general federation of labor. Unemployment and defence were the most important questions to come before the conference. The conference approved of a proposal to hold an All-British Labor Conference in England next year, and resolved to ask Mr. J. Thorne (now in England) to represent New Zealand. It was decided to wait on the -Minister protesting against the remarks by the Auckland Magistrate recently, making allegations against the secretaries of unions.
