I I I 1 J X JUXV ju w • If the Government insist—rightly, we say—that every new line of railway should earn not less than 3 per cent, omits capital cost, then the condition should, in fairness, be made retros'r pective. It is a fact that there are a few lines in the Dominion that do not pay, and-while the -country as a whole may not object to share a portion of the burden in the interests of the districts concerned, it would be extremely unjust to, make, say, the guarantors of the Lawrence-Roxburgh Railway also liable for an equal share, with those immediately benefited, of the losses on non-paying lines.—“Taranaki News.”
