,Whether the change in Ministerial opinion is due to the aggregation of big estates, or whether recent aggregation be due to tlie change m Almisterial opinion, it is not easy to say; probably there is a mixture of both. But one thing is certain : notwithstanding the progressive land tax and the purchase of liig estates for settlement, the process of aggregation goes on as persistently as ever.— ‘Wanganui Herald.
