In our news columns to-day will be found the proposals of Mr. F. W. Marchant, C.E., with regard to tlie construction of roads in Gisborne. Later we will deal with the chief features of the report, but in the meantime will merely point out that it differs in some important details from that verbally given by Mr. Marchant when lie waited on the -Council some weeks back. It will be noted, for instance, that, lie no longer advocates Straker waggons, but instead urges the use of another class of tractiop engine. Moreover, his estimate of the cost of liaulage is higher than that of Mr. Jarrett,
and to that extent is, in our opinion, closer to the actual probabilities of cost. To-night the report, toa other matters, will be discussed by tlie i>orough Council. It is of the utmost importance that the ratepayers should know what the Councillors think of the report. Its merits and demerits should be freely discussed in the presence of the press, so that the people who will be called upon to vote upon the loan proposals may become fully cognisant of the issues at stake. However, despite a protest by a minority of the Council, to-night’s meeting is to bo held, in camera, and the only information that will be available to the public will be .such brief, facts as the Town Clerk is authorised to hand out for publication. >
