A mild surprise happened on Mr. Hoce's Flour Duty Abolition Bill (says the" Parliamentary correspondent of the 1 ‘Lvttelton Times”)- The ex-Minister made a long speech, indifferent iri parts, but was, in the main, a plea for the poor. Several members had prepared speeches on the Bill, and it was expected that the "debate would be run for some time. Some members who hold strong opinions on the matter, were even absent from the House in the supposed security of a ' protracted debate. No speaker seemed inclined to follow Mr. Hogg. Government members waited on Opnosition members, and the Speaker put the ouestion. The division showed thirtyfeight votes against the Bill and twenty-eight in its favor. Had the House purposely agreed to inflict a snub on the ex-Minister no better tactics could have been followed, but such was not the case, and the collapse of the debate is another instance of the unexpected happening.
