MELBOURNE, Nov. 9. The Federal Cabinet has approved of a scheme for submission to Parliament for the maintenance of a solar observatory. Mr. Deakin states that the construction and equipment will cost about £SOOO, and 'it is considered probable that one or more wealthy Australians will undertake this cost. ADELAIDE CEMENT WORKS BURNED. ADELAIDE, Nov. 9. The Portland Cement Company’s works at Brighton have been destroyed by fire. The damage is estimated at £15,000 bo £20,000 sterling. The insurances are £12,000, and 100 employees have been rendered idle. RUSSIAN BOMB FACTORY TN PARIS. An explosion led to the discovery or a Russian Terrorist propaganda cea*r* and bomb factory in Paris. GUN RUNNING FRUSTRAT E.O TEHERAN, Nov. 8. The British cruiser Fox captured 1200 -rifles and 120,000 cartridges in the Persian Gulf.
