The idea dm not seem to have struck any member when the Bill was in the committee stage in the House, but it has occurred” to Mr. T. E. Taylor that such a provision is essential, and he intends to consult certain members of the Houseon the subject, with a view to having the principle embodied in a clause for submission to the Council.
