Bemstorff’s recent speeches in Washington, .which deprecated war scare language, have attracteq attention in Berlin, where it is assumed that Count Bernstorff reflects Herr Von Hollweg’s new policy, which is a departure from Prince Bulow’s methods, seejng that Prince Bulow caused irritation to .neighboring States by encouraging pan-Germans. Herr Von Hollweg (the new German Chancellor) desires to repudiate all connection with pan-Germans. The “Standard” states that he lias converted the Kaiser to his views. - v ”
