SCHEMES FOR ITS IMPROVEMENT

The “Times” admits that the House of Lords can be- improved, and hopes that/it will be. “Apart froill the obvious weakness of the hereditary principle,” states the ‘-'Times,” “it is too large. Lord Rosebery’s committee has recommended one way of meeting this. Moreover, though in many respects the present House is thoroughly representative, there are important elements of the national life, such as the self-go-verning dominions, labor, and non-con-formity, represented insufficiently or unrepresented. The Unionists will do a wise and politic thing, which will he appreciated by the country, if they take n|p the reform of the Lords in earnest.”
The “Times” also urges that the House of Lords ought not to bo dominated by any party.
