(Received December 1, 12.35 a.m.) BERLIN, Nov. 30. Advices from Berlin confirm the statement that au agreement satisfactory to Britain and Germany relating to African frontiers has been arrived at. Details are at present withheld. THE FRENCH NAVAL ESTIMATES. PARIS, Nov. 30. The French naval estimates show an increase of a million and a-half sterling.
