The Wairoa Harbor Board’s Empowering and Loan Bill has been amended by the Local Bills _ Committee in the direction of providing for the election of five members of the Board by tne electqrs, instead of the more restricted ratepayers’ franchise. All money to be borrowed must be raised under the Loans to Lccal Bodies Act, and pon er is "iven to levy a special rate up to a penny in the £ 'on the capital value of all rateable property in the liarboi district.
