United Press Association —Copyright (Received December 5, 5.5 p.m.) LONDON, Dec., 4. Mr. A. J. Balfour, in a letter to a correspondent, emphasises the danger of the United States ultimately requiring all their home-grown cotton for their own industry, and adds that much ought to be done to extend the area of °supply within the Empire. .He doubts whether -privatey enterprise. , is sufficient, and recommends supplementing it by public aid.
