LOAN PROPOSALS.
[To the Editor.] Sir, —In your yesterday's issue you kindly inserted a letter of mine criticising the above unfavorably. I have been invited to examine the figures and plans and details. I have examined them critically and exhaustively, and am forced to the conclusion that it will not be, a s I had apprehended, detrimental to adopt the proposals or largelv increase our rates. But .that, on the contrary, taking in all the surroundings, it will prove decidedly beneficial to the town and district to adopt them. —I am, etc., J. PECKOVEE. Gisborne, Dec. 7.
