Mr. Meyer, American Secretary to the Navy, in the “Naval Reformist,” refers to the necessity of officers having ship .training in naval yards in order that the fleet may be as far as possible self-sustaining. The senior officers were too old for the responsibilities of of the arduous duty required on- a battleship, and' have insufficient experience as subordinate flag officers. The department was considering comprehensive reorganisation of the personnel of the navy. Further repair stations -would be required in ‘the Carribean *Sea and the Pacific' when the Panama Canal was completed. Owing to the necessity of economy new construction has been limited to two battleships and a repair ship later on. The Avorld-cruise had also proved the desirability of removing unnecessary top hamper, substituting, skeleton fire control towers for masts., The changes would be made shortly.. ~-
