The Government has instructed Mr Coghlan to press the Pacific Cable Board to introduce the deferred cable rate under which messages delayed until ordinary business is cleared will be sent at the rate of Is 6d per code word and Is for an' ordinary word.'' Sir Joseph Ward; he 'inUm'ated, had directed the High Commissioner to support the scheme.
