SCHEME FOR REFORMING! THE j HOUSE OF LORDS.

The “Daily Telegraph” outlines a scheme of reform of the House of Lords which, tho paper suggests, would be acceptable to the Unionist leaders in both Houses. The scheme includes a reduction of the number of sitting Peers to 150, to be elected by the' present Peers- from their number, either for life, or for the session, any Peers -renouncing nomination to be eligible as candidates for the House of Commons upon certain conditions.
