Much indignation is felt in Germany because Herr Von Bethmann Hollweg considers that the Mamiesmann concessions (cabled October 27th), covering nearly a seventh of Morocco, are in defiance of the Algeciras Convention, and states that it is Germany’s intention \to submit the concession to arbitration.
