WASHINGTON, Jan. 8.

President Taft’s message to Congress recommends the creation of a- Court of Commerce to try all railroad cases arising out of interstate commerce and analagous to the recently authorised United States Customs Court, subject to review by the Supreme Court. He proposes that the commissioners shall have power to fix rates and re-adjust classification of merchandise after complaints, and that inter-Stato railroads be prohibited from acquiring the stock of opening lines. He recommends an extension of the scope of the Employers’ Liability Act to facilitate lawsuits. While no changes are proposed in the anti-trust laAr, PresidentTaft .recommends the Federal incorporation .of large business enterprises. This is recognised as a long step forwards
