REPORTED SETTLEMENT OF HANKOW DIFFICULTY. United Press Association —Coi'yhigiit. /LONDON, Jan. 23. Simultaneously .with the delivery of 4flio reply ,to Mr Knox’s proposal the Mikado of Japan issued a significant rescript, authorising the South Manchurian Railway Company to borrow an amount equal to double the paid-up capital, out not exceeding the total capital. It is understood that a sum of 40,000,000 yen was borrowed immediately for the rapid development of the A'ntung-Mukden line, and the improvement of Port Arthur as a large commercial port. [A yen is equal to '2s Old in English money.] Advice received in New York states that the -Hankow railway difficulty has been, settled, Britain, .France, Germany, and the United .States participating in the loan, each taking onefourth.
