MR BALFOUR ON THE NAVY

Mr Balfour, speaking at Paddington, said that if the Conservatives were called to manage the country’s affairs, they would insist on an immense accretion of naval strength, so as to put asido for ever all fears of war or inwasion, or .of interference with commerce and diplomacy. The Opposition did not desire to draw matters of great national and imperial moment into the party vortex. “I would give any-” thing,” he added, “to find machinery .whereby the navy could be put above party, but with a democracy only governed by organised parties it is impossible to put any problem entirely above party. The “Daily Chronicle” 'Lib&raD replied to the report published in the '“Standard” (Unionist) to the effect that the’Krupp works at Essen are full of guns, armor-plate, turrets, :-tid platforms for ships and forts; also, that the Krupp establishments are working 24 hours a day, and have 66,000 employees. The “Chronicle” tates that Krupps chiefly turn out implements for “peaceful industry. The greatest total “of hands employed on armaments is 'SOOO. To this statement a reply was forthcoming from Mr. Robert Blatchford, the contributor of a of; articles in the Unionist press on Germany’s preparedness for war. In the course of his reply, Mr. Blatchford quoted the “Chronicle’s” article of March 20 last, stating that Krupps .in 1907, employed 1350 men and had rince secretly raised two millions sterling for the purpose of increasing their manufacture of guns, gun-mounting, and armour-plates.
