BOROUGH COUNCIL.

FORTNIGHTLY MEETING. ,v< The u^ial.,fortnightly meeting of the. Thorough'.-'Council was held last night. Present:", Crs. Somervell (chairman), Maynaid, Clayton, Smith, Pet-tie, and Harris. Leave of absence was granted to Cr. Kirk and His Worship the Mayor. V CORRESPONDENCE. Mr. A. M. Clark, Desmond Road, wrote complaining that although' he had bought a patent rubbish pan, according to the Council’s regulations, weeks ago,- it had never since been emptied. The letter concluded that the writer’s people were practically strangers to the town, and in no other niaco had they lived “under such disgusting insanitary conditions.” The Clerk said that the house was outside the boundary of the route of the rubbish cart. There were only two rubbish carts in use, and Herbert Road was as far as they could go. Crs. Pettie and Clayton each spoke in favor of the writer’s request being complied with. The former said that as far as he knew no portion of the borough had been excluded from the visits' of the rubbish cart. He moved, and Cr. Clayton seconded, that the request be granted. Cr. Smith advocated the referring of the matter to the Santary Committee, in order to report to the Council, as to the necessity of obtaining an additional horse and cart to deal with the outlying districts not served at present. Cr. Collins moved, and Cr. Somervell seconded an amendment that the matter be referred to the Sanitary Committee.

The amendment was carried, Crs. Pettie and Clayton dissenting on the grounds that the matter was one which should be dealt with immediately by the Council. The Clerk of the Cook County Council wrote drawing the attention of the Council to the fact that the pipe line of the waterworks contract was not laid as low as the bottom of the Patu-t-ahi drain, and that the pipe is in consequence dangerously exposed. It was decided to refer the matter to the engineer, and to send a letter of thanks to the Cook County Council for drawing attention to the position. Tile •secretary of the Harbor Board notified that the Council was entitled to be placed on the electors’ roll for the Gisborne Harbor Board, and asking for the appointment of a representative to exercise the vote. —It was decided that Cr. Collins be appointed the Council’s representative. Messrs CTirisp and Coleman forwarded the dedication transfer in connection vith Temple Street, and advising that it would now he quite safe to accept the dedication.—Cr. Clayton was appointed to sign the document on behalf of the Council. REPORTS. —Sanitary Committee. —

The Sanitary Committee reported regarding the visit of inspection made to the Kaiti beach on January 21st. The Mayor, and Crs. Collins and Maynard were present, and it was decided that it is not with the sanction of the Council that people camp on the beach, but all that do must) provide a privy either themselves or jointly with others, and anyone offending should he prosecuted. Cr. Clayton said that lie wished to explain that in moving in the matter originally lie intended no reflection whatever on the campers at Kaiti beach but thought that some inquiry should be made into tlie sanitary condition. Cr. Collins said that there were ten tents at the camping ground totally unprovided for in the matter of sanitary accommodation. There was also great danger from fire, but the position really was that the Council had no power to allow the campers to pitch their tents there, as they were on a public road, but he thought the .Council should consider the advisableness of providing a proper camping ground before next summer. The Chairman said he would not like to see anything done to stop people camping at Kaiti beach, but they should be made to camp under proper sanitary conditions.' He moved that the report be adopted. Cr. Maynard said that a couple of years ago the Council bad-decided that all tents and buildings should be removed from the beach. Pie did not see why people should be allowed round there at all. Cr. Pettie favored the adoption of the report, and said that it was the clutv of the Council to see what they could do to help the campers to make and keep the camping ground iu a sanitary condition. The report was adopted, and on the motion of Cr. Pettie it was decided that the Sanitary Committee again consider the whole question. —lnspector’s Report.— The Inspector (Mr. J. R. Little) reported as follows: —“Since your lastmeeting I have inspected the different blocks marked on plan. 6 to 14, 24, 31, 32, 33, Gisborne, and 10, 12, 13, 14, 21, AVhataupoko. On. Block 2, sections 3, 26, 27, there are six houses, built on same, and are all drained to soak holes on the sections. These holes are- now full, and have become a-nuisance. I -have notified the owner to have the same cleaned out, or hav-e the drains disconnected. To-day I visited the, camps on the Kaiti b'each, and inspected about 60 tents which are now pitched on the road. I find that the most of them have provided some sort of sanitary convenience on the side of the lull, by digging a. hole in the ground. Others have provided tins, but still there is a danger of an outbreak of enteric at any time, as anything coming from the hill is bound to get into the water or on to the camping ground, and it is impossible to properly supervise a, place of this sort as a lot of peonle or 1 v live there at night. There have been 3668 pans lifted and dealt with at the depot during the last 12 working nights. Health Report.—-Two cases of enteric and one of erysipelas have been notified since last- meeting.” —Nightwatohman’s Report.— The N i ght watch man (Mr. AV. Fraser) reported one outbreak of fire in the borough (at Mrs How Chow’s residence) since the last meeting of tlie Council. —Finance and Works Committee. — The Finance and Works Committee presented a report dealing with the proposed purchase of the meteorological instruments offered by the Ven. Archdeacon Williams, the increased royalty on Batutahi metal, and the. authority of the abattoirs manager. Details of the report have already been published in the “Times.”—The report was adopted. —Overseer’s Report. — The Overseer (Mr. M. Morgan), who was absent through indisposition, reported that the various works authorised by the Council at last meeting were being attended to. Accounts amounting to £530 18s 2d wero passed for payment, and the meeting concluded.
