Sir Edward Grey, Minister for Foreign Affairs, in a speech at Hexham, said the election showed that there would be a British majority for Liberalism, while the Conservative and Tariff Reform party were dependent on the Irish party for any chance of ejecting the Government. The Cabinet’s decision in the summer had assumed that Britain in March, 1912, would have sixteen now ships of a finer and stronger type than if ordered earlier, and equalling the number in Earl Cawdor’s programme.
