AVERTED TARIFF WAR.

A tariff war between Germany and the United States has been averted. The cattle and dressed meat issue has been eliminated, and both countries have mutually conceded the minimum rate.
EFFECT OF THE PAYNE TARIFF,

LONDON, Feb. 5
The “Standard’s” New York correspondent states that, whereas the Dingley tariff secured from Germany the minimum rate on oniy one hundred commodities, the Payne tariff has secured concessions affecting one thousand.
