The “Free Press”, published in Ottawa, denies that the British elections influenced Canada’s negotiations with Germany.
LONDON, Feb. 18
Canadians believe that the repeal of the surtax on German goods will be at the expense c,f British manufacturers. On the other hand, opinion in Berlin assumes” that it will, be at the expense of the United States. It is assumed that America, chiefly .profited by the check which the surtax has put 0 n German trade.

Mr. Knox, American Secretary of State, regrets that neither Britain nor Canada .placed America in. possession of the facts (proving that the Dominion is entitled to most favorable tariff rates. He suggests the prompt opening of negotiations, as the maximum rare will apply automatically on the 31st Ala roll.
LONDON, Feb. 19. The “Times” Washington correspondent says that if the maximum rates are imposed Canada will retaliate, ami America is ill-prepared for a tariff war with any country. Moreover, Canaoa is America's third best customer.
